Today, the building industry in Europe is characterised mainly by on-site production, which may be inefficient with regard to cost and production time. The sector is negatively associated with poor quality as well as an unsafe and unhealthy working environment. Facing the enormous need for reduced energy use and renovation of buildings from the post-war era, these problems are reasons why an industrial construction process for retrofitting is needed. Using well-designed, prefabricated elements, for example, can drastically reduce the production time, and thus possibly also cost of retrofit projects as well as minimise the social disturbance for tenants.
E2Rebuild is a collaboration project between 20 partners in eight European countries. Architect bureaus, construction- and housing companies as well as universities and research institutes participate in the project.
E2ReBuild aims to
- investigate, promote and demonstrate cost effective and advanced energy efficient retrofit strategies that create added value for existing apartment buildings and endorse end-users to stay and build a dynamic society
- to establish and demonstrate sustainable renovation solutions that will greatly reduce the energy use
- to create a holistic industrialised process that minimises technical and social disturbance for tenants and facilitates energy efficient operation and use of the buildings including encouraging energy efficient behaviour
This will be achieved by transferring technical innovations and advances from research to application and wide use. It will also change current inefficient way of doing business to a win-win situation for all involved actors.
PROJECT GOALS:E2ReBuild investigates, promotes, and demonstrates, cost-effective and advanced energy-efficient retrofit strategies that create added value for existing apartment buildings. The vision of E2ReBuild is to transform the retrofitting construction sector from the current craft and resource based construction towards an innovative, high-tech, energy efficient industrialised sector. We believe that industrial construction is part of the solution to both energy-efficient retrofitting and improved quality of life for people. An innovative, industrialised process can create living environments with good architectural values and buildings with very low energy use, at a low cost.
In E2Rebuild we adress these problems in order to speed up the development towards an energy efficient construction and building sector.
The aims of E2ReBuild are:
- To investigate, promote and demonstrate cost effective and advanced energy efficient retrofit strategies that create added value for existing apartment buildings and endorse end-users to stay and build a dynamic society
- To establish and demonstrate sustainable renovation solutions that will reduce the energy use to fulfil at least the national limit values for new buildings according to the applicable legislation based on the Energy Performance of Buildings Directives (for 2010) and to reduce the space heat use by about 75%.
- To create a holistic industrialised process that aims to minimise technical and social disturbance for tenants and facilitates energy efficient operation and use of the buildings including encouraging energy efficient behaviour.

Facing the demand of reduced energy consumption and the renovation of buildings constructed between 1945 and 1980 more efficient methods are urgently needed. The vision of E2ReBuild is to transform the retrofitting construction sector from the current craft and resource based construction towards an innovative, high-tech, energy-efficient industrialised sector.
Efficient industrialised renovation work is based on unimpeded action chains and frictionless work-flows for smooth project progress. Feedback from practice shows that misunderstandings between different actors, uncoordinated actions or unclear responsibilities cause a lot of interferences. Hence the focus in this evaluation is on non-technical issues, such as communication, established processes and company policies, user acceptance, dependencies and legal framework conditions.
The seven demonstration projects of the E2ReBuild project serve as prototypes for the application, proposed technologies and processes. As such, they provide experiences and lessons learned from the implementation in practice. This offers the possibility to evaluate the applied collaboration models in the context of industrialized renovation and application of prefabricated components.
Impacts and conclusions concerning the design and construction process, the communication management, the participation, the claim and time management, the work-flow on-site, the Health & Safety management, the relationship with local authorities and the impact within the neighbourhood are shown.
Opportunities to upgrade entire districts and the replication potential of the applied processes are shown out of the experience made in the demonstration projects. New market opportunities, easier handling of occupied buildings sites and the Health & Safety management were identified. Furthermore, barriers such as limited cooperation possibilities in early planning stages, know-how losses from design to implementation, different interests and time expectations of involved actors are described.
Also, risks like compressing the planning phase, insufficient claim management with too long reaction times or insufficient cooperation in design or construction teams were detected and are discussed in this report. It has been seen that a lot of gaps have to be closed in future. Collaboration is dominated by the question of risks and responsibilities, which significantly influence the collaboration model and the project design, and is handled differently in each project.
Summing up the experiences of all E2ReBuild demo projects the establishment of teams or partners working together facilitate joint product development and improved renovation quality. Once industrialized renovation methods can be established successfully each of the E2ReBuild demo building owner might see a big replication potential, either within the same area or within the entire portfolio. Alongside the involved designers and contractors will look forward to using the experienced methods, technologies and processes further-on.
